adult acne

I never had acne as a teenager and now I'm in my mid-20's and the skin on my face is constantly breaking out. Most are really small, almost itchy bumps that always occur on my cheeks and jawline. Occasionally, one will get really deep and sore. Is there any over the counter medication that would work (Pro Activ did for a while, but it's not now)? If not, does health insurance normally cover dermatologist visits?
